Governing Body : The Governing Body meets twice a year and has following composition:-
The last meeting of this newly structured Governing Body was held on 12.06.2008. Coordination Committee :
For coordination and providing guidance at State
level, a High level co-ordination Committee was set up in May 1978. The
committee is headed by the Secretary, Irrigation and includes Secretaries
of Agriculture, Co-operative Development, Forest, Finance and Planning
Department, Managing Director,
HSMITC and Engineer-in-Chief, Irrigation and B&R.
The Administrator of Command Area Development Authority is the
Secretary of the Committee. The State level committee has been vested with
all the powers except the matter in which the approval of the Chief
Minister or Council of Ministers is required.
Standing Committee : The members of the Committee are as under: -
The standing committee sanctions all
expenditure, which are within the powers of the heads of the departments.
The financial powers to facilitate the execution of the schemes have been
given to the Administrator, CADA. Engineering Wing
:
The
work of lining of field channels/watercourses was earlier undertaken by
HSMITC and Irrigation Department. In order to have better control, it was
decided in 1988 that this activity be also looked after by CADA
itself. Therefore,
the execution of lining
component was entrusted to the Engineering Wing of CADA, headed by the Chief
Engineer. The field drainage and monitoring and evaluation of lining
programme is looked after by the Engineering Wing. The executing staff
i.e. technical and other is taken on deputation from Irrigation
Department and Agriculture Department. In addition the Irrigation
Department is performing the functions such as Construction of Irrigation
Channels and Chakbandi/Warabandi. Consolidation
department effects the land consolidation and the Cooperative department
supplies the necessary credit
requirement. The Agriculture
department carries out extension activities including providing inputs
(seeds, fertilizers etc.) and
Forest department undertakes Forestry Programme. District Administration &
Development and Panchayats Department ensures participation of the people
and the Panchayats in the Programme.
The ‘On Farm
Development’ work adaptive trials, demonstration plots and farmer’s training
etc. are executed by the CAD agencies at District level by Executive
Engineers, CADA. Based on
results emanating from pilot studies on anti-waterlogging measures,
emphasis is being given for reclamation of degraded waterlogged lands in
CAD Areas for agricultural sustainability in the state. Monitoring and Evaluation : The monitoring and Evaluation cell is headed by
Superintending Engineer who functions under the guidance of Chief
Engineer to ensure quality control of lining of watercourses. The Action Research Programme is
monitored closely.
The benefits from the studies are evaluated by the Monitoring Cell
regularly. The data emanating from is
processed and report submitted monthly and at the end of each crop
season. To assist the Administrator in carrying out
his duties of office routine and for matters of accounts control,
an Officer on Special Duty, one Chief Engineer,
